Call for Panel and Paper proposals
We live, it is said, in a global era characterised by a reduction in state sovereignty, an increase in global information flows, an upsurge in international migration, ever-growing economic interdependence, the appearance of global political issues, and a changing security environment. All of these developments pose challenges for democracy, both in theory and in practice. The aim of this year’s annual conference is to encourage reflection on and responses to the challenges democracy faces.
Our aim as organisers of the conference is to feature and promote the best of contemporary research in any field of politics and international relations. We thus welcome proposals that engage with the conference theme broadly conceived. As usual PSA specialist groups have a central role to play in the conference and they are reminded of the funding opportunities provided by the Specialist Group Guest Speaker Competition (details here)(http://www.psa.ac.uk/2009/spgrp.html).

Proposal Submissions
Eligibility for Submission
We welcome proposals from academic researchers across disciplines and worldwide. We hope to feature new research by established and early career academics (including colleagues at the point of completing doctoral work). Individual panel convenors may propose up to two sessions. If you wish to submit proposals for additional sessions please contact the conference academic convenors. Convenors of PSA specialist groups may request up to four sessions. If you wish to submit proposals for additional sessions please contact the conference academic convenors. Presenters are limited to the submission of two paper proposals. We encourage all colleagues submitting panel or paper proposals to volunteer to act as chair or discussant for other panels.
Submitting a proposal for a panel
If you are proposing a panel, please fill in the appropriate on-line form: Specialist Group Convenors or other PSA members. We will only accept proposals that use this form. Please note that all panels should have a minimum of three papers and a maximum of four. Participation by graduate students is limited to one paper per panel proposal. All panel proposals forms must be completed in full, with an abstract for each paper. It is the responsibility of the panel convenor to ensure all relevant details are provided. Panel convenors are also expected to liaise with the conference academic convenors, to advise them of relevant changes and ensure that presenters register for the conference and deliver papers by the due dates.
Submitting a proposal for a paper
If you are proposing a paper please fill in the on-line Paper Proposal Form. We will only accept proposals that use this form. Before submitting a paper proposal we ask that you consider submitting your paper as part of a panel, either by consulting with colleagues in your research area or by contacting the relevant specialist group (details available (http://www.psa.ac.uk/spgrp/default.asp)). If you do submit a paper proposal we will make every effort to include your paper in a panel, but individual paper submissions that cannot be incorporated into a panel are likely to be rejected.

Academic review
Panel and paper proposals will be reviewed by the academic convenors and priority will be given to proposals that address the conference theme.
Postgraduate student support
If you are proposing a panel that includes a postgraduate student, or you are a postgraduate student submitting a paper proposal, you are eligible to apply to the PSA Postgraduate Access Fund. Further details will be available on this web site.
Programme confirmation
It is expected that a full conference programme will be agreed and published by December 2008. On publication, details of registration and paper delivery arrangements will also be made available.
Pre-conference registration rules
Presenters will receive instructions about registration once the programme is published. There will be a an 'early bird' booking fee until the 20 February 2009, and after which date a higher registration fee will become payable, and there will be no guarantee of accommodation or meals at the conference. Once the conference programme is published, non-registration will lead to the removal of panels and/or papers from the programme.
Conference presentation rules
All presenters will receive instructions about paper delivery. By submitting a proposal, presenters agree:
to be available at any scheduled session at the conference
to present the paper(s) in person; and
to submit a copy of the paper to the PSA for publication on the conference website in advance of the conference.
Once the programme has been published, changes will only be made in extreme circumstances. Presenters may withdraw a paper without penalty until 31 December 2008. Late cancellation is likely to result in proposals for future conferences being rejected. The final date for submission of an electronic version of paper to PSA is Friday 20 March 2009.
